XFCE properties is case insensitive. It shouldn't make a difference, but sometimes it does when blending gnome desktop properties in. It has to do with the way settings are stored in the caches for loading on login. You could build an XFCE desktop user template yourself with a specific area for always placing specific icons, panel, windows, and so forth. Most changes can be tested in XFCE without permanently changing your system. Could be a fun project.
