How do I move /home out of the root partition?

As has been pointed out on numerous Linux forums it is not really a good idea. After a major upgrade, like LL2.x -> LL3.x, it is much safer just to re-create the settings from scratch. Minor upgrades, like LL2.4 -> LL2.6 -> LL2.8 are taken care of by Lite Upgrade feature as explained below, and you don't need to worry about the settings in /home doing those upgrades:
