The default behavior is what I described. If you open, say, Thunar, it will appear in the upper left corner of the display. If you open another Thunar instance, smart placement will place the window in the area with the most remaining desktop space. In my case, that'll be the bottom right. Then the upper right. Then the bottom left.
If I do the same test with a Terminal, the window placement is the top left, then top right, bottom right, then bottom left. I believe the order is slightly different because my Terminal window is smaller than my Thunar window.
