Two packages that you have tried to install on the system (ookla speed test and the PPA for appgrid) have added entries to the system software source lists.  However, neither new source appears to have software suitable for running on the system.  As a result the update/upgrade process cannot run.

To rectify, the aim is to remove the applications completely including removing the troublesome entries from the source lists.  Ideally, you need to fully reverse whatever steps were taken to install these two packages.

First, check the instructions you followed to install the packages to see if uninstall instructions are provided.  If no uninstall instructions are available, we can try to guide how to back out the changes, but will need to know exactly what you did.

Do you have a System Restore Utility (Timeshift) snapshot taken just before installing the two packages ?

For speedtest cli i did update but still the same error, i tried uninstall with this line from the original speedtest website that i did get the program but it doesnt work.

It looks like the PPA for the appgrid software has been removed from the system list of sources in your latest post.
Have you done something to remove the appgrid software ?

To uninstall the ookla speed test software we need to try to understand exactly what you did when you installed it.

Can you provide a link to the instructions that you followed ?
Do you have a System Restore Utility (Timeshift) snapshot taken just before installing the two packages ?

A possible partial solution is to edit the list of software sources to remove the entry.  This will make update/upgrade work again but will leave the software on the system.  We can guide you on how to do that if we cannot remove the ookla software fully.

i did a lot o things

i followed the screenshot in the speedtest site.

Timeshift
doesnt had nothing it.

Can you provide a link ?

To try the partial solution, we need to edit the software sources on your system.
Try the GUI method below first.
Instructions are in English - sorry - you may need to change for your language setting (Portuguese?)

Click Menu
Begin typing 'Software & Updates' into the search text box
When you see 'Software & Updates' click on it

This will open a window
Select 'Other Software' tab
Look for a line or lines which refer to "ookla" and "speedtest"
If you find any click on the tick box to remove the tick from the line.
You may be asked for your password to confirm the action - if so then enter it.
Once any lines with ookla or speedtest are disabled, click 'close'
If you made any changes, the system will want to reload the sources.
Click 'Reload' to allow it to do this.
After cache has been refreshed try to update/upgrade again.

If the GUI instructions don't work please let us know.
