As seen on this desktop ... the bar at the bottom is transparent.

How do you make it look like that?

Right click on the bar -> Settings -> Appearance -> Turn Alpha down to 0 -> then go to Objects -> window buttons -> Settings -> check 'flat buttons'

If when you try to move slider to transparent, it may tell you to enable compositing which is found in Settings Manager or All Settings in Window Manager Tweaks under the Compositor tab.
