This isn't really a support question, but more a general question why... Windows appear to only re-sizable via the window header, this is different than it was in LL 2.8 (I could grab a lower corner and stretch a window down, now I can't, I can only grab upper corners). Is there are reason for this change?

On both my installs, it was initially like that. On this one, I've now got all four corners. I changed nothing. Not sure about the other one.

So is this actually a bug then? I thought this was just a design decision in LL 3.0. If it's a bug, I would like to see about getting it fixed.

What IS the correct forum to ask such support question(s)?
I have the exact same problem and did not find any forum section where I thought it might be appropriate to ask about this.
