In 2.8 when I try to move the panel to top of screen by clicking on panel / move - then moving icon to top of screen - nothing happens. Is this broken ? or am I not doing it right ? thank you

You might be clicking the 'move' that moves the icons/separators on the panel itself, to confirm that right click & go Properties instead of move, it'll probably tell you it's a separator or similar.
Try right clicking & going Panel > Panel Preferences, uncheck 'Lock Panel' & then you should see a handle appear at either end.
Grab one of those with the pointer & you should be able to then drag the panel up.

1) Menu > Settings > Panel
2) Uncheck the Lock Panel option.
3) Using the far left or far right edges of the panel, drag it to the top of your screen.
