Just in case Monkeyman's "Volume Control" isn't the one you were talking about, it could be that you deleted the "Indicator Plugin" which houses "Sound Menu" (or you just accidentally checked Sound Menu to be hidden in the Indicator Plugin).
Right-click Panel, choose Panel -> Panel Preferences -> Items (tab) and scroll down list of items to see if "Indicator Plugin" is listed?

- If not, click "+" button and add it to the panel.
- Back on the "Items" list, highlight it and use up/down arrows to position it where you want on panel
- If you do see it, highlight it, click button to "Edit the currently selected item", then make sure box is not checked to hide the "Sound Menu".
