Video Card recommendation
#2
Good sight to check out: http://www.videocardbenchmark.net/

You can get an idea of performance of nearly everything out there and if it doesn't have prices check current prices on line.  It's good to check specific cards out in detail though before you pull the trigger and buy one esp. if you have an older system, some take two slots so won't fit some machines, and check out power requirements so you don't overtax your psu.  Some require a six pin power connector as well (not sure if yours did?).

I guess it all depends on what you are doing with it too.  I don't game much but wanted something a lot better than I had, so I just started at the top of the list and worked my way down until I found something I could afford and would work in my machine; ended up with a GeForce 9600 GT which does the job for me.  Probably the best indicator of relative performance is the column that says: Passmark G3D Mark (higher is better) but they have more info on the cards as well.

I think you are talking about the PCIe 2.0?  I think pretty much all the PCIe 2.0 cards are backwards compatible, but not necessarily 2.1 or 3.0, check here for more info: http://en.wikipedia.org/wiki/PCI_Express
