No i've not set any ad blocking, firewall or filtering. It's a completely fresh install of Linux Lite 6.2.
I'm a complete loss as to what could be happening but it does seem more than a coincidence that when I had Windows 11 installed, I was having the same issue so i'm thinking it could be more than software related. I've tried flashing the bios with the latest updates from Acer but no joy.
What is strange is that I am still able to access the internet, it's just the OS updates for Linux and Windows which don't connect. Also strange that app installers are slow. I have a feeling all of that is related.

Your curl checking address 142.250.187.206:80 gets a connection reset rather than the expected response from the server. The outcome is that the update script aborts as if there's no internet connection. I'm on a different service provider in the UK and the check works as expected for me.
Long shot, but do you have anything like ad blocking, privacy filtering or other smart/security/safety protection with your router ?
Maybe need to wait to see if anyone else has any ideas.
