Just throwing this out here for whatever it's worth.
It's been a number of years since I've used it, but when I used to use Windows I always burned ISOs with this: http://isorecorder.alexfeinman.com/isorecorder.htm.
Never had a problem. Very easy to use. Just install the program and it adds a "Copy image to CD" to your right-click menu. Just right-click on the ISO file, pick "Copy image to CD", and that's it.
I assume it still works, but someone using Windows will have to confirm that.
