3.8: How to place the task bar at the top of the screen?

Hi everyone,

I've searched this forum, and in other places, and found nothing that does work on my copy of 3.8 (because 32-bit-only on my 2006 MacBook Pro) about placing the task bar / menu bar at the top of the screen, so I thought I'd ask.

Supposedly, all you have to do is unlock it via the Properties applet, and drag-drop it where you want to put it, but that doesn't work for me.

I even tried to set it on the side, then drag-and-drop it, the way you would in Windows, but that doesn't work either.

I want to install Plank at the bottom of the screen, and sure enough, the menu bar gets in the way, big time. Of course, I could hide it altogether, but then I'd lose the clock and all the other icons in the notification area.

What should I do?
