This is usually that there is another update process, application or drivers being installed at the same time.
It could also be that the update catalog is being downloaded at that time, but I'm not 100% certain on the latter.
If this is not the case of any of these.
A process could be stuck, usually rebooting the computer and waiting maybe 5 minutes after the desktop appears should clear the problem.
