Yeah that happens from time to time with the Suse repos. Just wait a few more days. If you need the other updates got to "applications and updates" I think it's called in English and uncheck the opensuse repos that don't work.

You could also switch those repos to
[pre]http://download.opensuse.org/repositories/home:/stevenpusser/xUbuntu_16.04
because LL 3.8 is based on 16.04 anyway and they are still online.
