Have you tried opening a terminal with ctrl+alt+t and just typing

Or you could download the GUI program RStudio from:
https://www.rstudio.com/products/rstudio/download/#download
Download the ubuntu/debian 32-bit .deb package and execute it. You can than start it from the main menu.
