I think this error has to do with how BIOS handles the USB interface - I'm not sure but this same error
has happened to me too.
If you are familiar how to access your PC BIOS (usually press F2 right after powering on the pc), then you
may be able to navigate to the USB settings and set it to either 'LEGACY' or not.
Try both modes. You must save the settings before you leave BIOS for those settings to take effect.
Your PC is quite old, 256Mb RAM is not enough to run a desktop environment properly anyway.
You don't necessarily need a hard drive, it is - in theory - possible to install the OS into any storage device,
including an USB stick, if the system is able to make the device visible to Linux.
However, a USB stick is not a reliable device for an operating system. But, if I understood correctly, you don't
necessarily need to install Linux Lite permanently. Then you don't need that other USB stick at all and the problem
is only in the boot process
