The answer to your first question is -
Yes, you do need the MD5SUM to check that your iso file has downloaded correctly without errors (missing bits)
Install GTKHash from the LL repository (or an equivalent utility from the internet if you're still using Windows - MD5 & SHA Checksum Utility is one you could use). Use the checksum utility (using the MD5SUM algorithm) to check that the downloaded iso file is without errors.
Burn you iso file to a usb stick (use Etcher) and boot your live LL 3.8.
From the live menu screen click on 'Check Install Media'. This will check that the 'burning' process has also worked correctly and that your live usb is also without errors. So as you can see, these are both distinct and necessary processes. In fact, Etcher will also validate that the burning process went well, as an added check.
