Also probably the case. Most likely an attached external template not standard CSS or HTML. Did you try the html editor in Libreoffice. It's confusing because you have to select new html document  first to open the editor then open the file with it afterwards.

even though they probably decided the reference number in advance, can they pause the email on their servers and it's why the date stamp was incorrect for email ?

The attachment is a .doc file, when saved to Home directory and right clicking to check properties it says "Microsoft Word Document". Would it still need to be opened in a HTML editor of LibreOffice ?

No I did not try to use Libreoffice html editor. I didn't know of it having this functionality, I'll have a look about it.
I rarely have need for using office programs, so only learned very minimal, such as type and save a document.
