Is there a way to make the desktop taskbar always on top?

Never is the default for "always on top" which means not ever hidden by open windows.

If you are are you wishing to have the clock and calender at the top of the screen, and everything else at the bottom, you have to first re-locate panel one to the top of the screen, then create/add panel two and populate it with what is already on panel one, and then delete what you don't want from panel one i/e just the clock and calender and a couple separators. If you do not use panel one as the top of screen panel before you make any changes you won't be able to ever restore your menu without breaking it.
