Can you do video chat from the Messenger for Desktop application without issue? I understand this is not a solution to your posted issue; I just want to isolate the problem.

I'm asking because I know for a fact that Messenger for Desktop has some additional dependencies that are installed with Messenger for Desktop. Maybe that's related.
