I use both Russian and Chinese software.
I am happy Ubuntu are not xenophobic, and have many Chinese staff around the world who participate with their peers from a diverse range of ethnic backgrounds and nations, which I hope includes Russian Staff too, in the project aspects sent downstream.
My suggestion is to use what works and base it on that alone.
As otherwise you will not find one suitable, because most nations have security, police and military services doing their jobs daily.
Whether we like every aspect of that fact or not, it is a fact.
