You're right. It's not a BIOS issue, it's a Windows issue. It dates back to the days of DOS. Windows runs on 'Local time' and Linux runs on 'UTC'. Read this over & see if it sounds like your problem:

This comes up a lot. Some Linux distro's on install allow you to choose between 'what Linux likes' & 'what Windows likes', when it comes to time zone. Puppy Linux is really good for this on install.
