Actually you can right-click on the Menu icon, select Properties, and choose Icons in place of Icons and Text.

I think I couldn't explain what I meant. My apologies.

It is true that we can easily change whether we want menu icon with text or not. But usually when presenting a product, here desktop, it is preferred to present it complying with general standards and trends, and later allow users the freedom to toggle. And as users migrating from Windows are used to seeing the Start Menu as an icon, and assuming menu icon is 9-dot-square to which users are usually pretty much used to, for opening main menu in android (say smartphone), the desktop may make them feel at home. My suggestion was according to keeping this view in mind.
