Enlarge upper panel size

For someone to help with the problem first it needs to be understood.

I'm guessing here but I think the "upper panel on all windows" as mentioned might be known as the Title Bar?...

That explains what he means by "it has a shutdown x two arrows to change the screen size and a - to shut down the screen-in the middle  list the current screen." I remember seeing a theme in windows manager as described.  ;D
