For someone to help with the problem first it needs to be understood.
I'm guessing here but I think the "upper panel on all windows" as mentioned might be known as the Title Bar?
On Linux Lite the 'Taskbar' (where the Menu button etc. is found) is known as the Panel, more than one can be displayed & can be placed at the top, bottom, sides etc. depending on user preference.
The font size of the Title Bar can be increased by going Menu > Settings > Window Manager then changing the Title Font size.
Changing the Title Bar size is more complicated, the easiest way to try is to try a different Window Manager theme as some have different heights for the Title Bar.
Otherwise the themerc file & possibly several of the .xpm images inside the Window Manager theme itself (usr/share/themes) needs to be edited to change the size.
If that's not what you mean by 'upper panel' please provide a screenshot of what it is you're talking about.
