That sounds like standard behaviour for a desktop.ini file, they're pretty much everywhere on a Win system, usually a hidden operating system file by default, used for display configuration of the folder they're in.
If deleted they're auto recreated on a logout/restart, I remember something from years ago about a regsitry edit that stopped the system using them but I think using it broke the ability to save customisations of folders & icons etc..
