In 2.8 when I try to move the panel to top of screen  by clicking  on panel / move  - then moving  icon to top of screen - nothing  happens. Is this broken ? or am I not doing  it right ? thank you
4.4.0-98-generic x86_64 (64 bit gcc: 5.4.0) Xfce 4.12.3 (Gtk 2.24.28)
