I actually believe there should be a simple way of changing the theme and managing sound events. Customizing your theme and sound events in windows is an option that has been around for over 20 years not having that basic function available to be easily done by a beginning linux user makes linux look antiquated. I think the idea of not providing "bells and whistles" is one of the main reasons linux has never been able to gain much ground as a desktop operating system. If you want to cater to windows users everything has to work and be easy to work with.
