3.19 Kernel Enablement Hardware Stack to be default in Linux Lite 2.8

I'm a bit confused, or maybe just mis-reading this "LTS Enablement Stack"..?? it says:
"The 14.04.2 and newer point release will ship with an updated kernel and X stack by default"

We have version: LL2.6 14.04.3

or is this something you(Devs) can decide to enable or disable within LL development, and is currently disabled..??

The reason I ask is I'm trying to finish of a NUC build, currently on kernel 3.13
From basic testing everything appears to basically work O.K, or get recognised.
But "I can't test everything", and everything I've read seems to be imply that
NUC "Broadwell" needs Ubuntu 15.04 & kernel 3.19
Upgrades WIP 2.6 to 2.8 - (6 X 2.6 to 2.8 completed on: 20/02/16 All O.K )
