I see what you mean, but I don't think it's a bug. I THINK they're just calling up an apt-get update to make sure you get the latest version of whatever you're wanting to install...

In the picture example you showed for Lite Software, you get options for Install Software, Remove Software and Exit, but for me I don't get those options, it just goes straight to Update Sources and if i click yes, it goes through an update and after that i get a popup Error saying Updating Sources has failed and i click ok to close and that's it.
I'm sorry if i'm missing something or if it's a bug???
