I've "slipped" with the mouse and put one folder into another accidentally. It wasn't hard to fix but I wish that specific action could be assigned a prompt to prevent it from happening unintentionally.
I think the best way of handling this would be to to use Send To > Side Pane (Create Shortcut) as Mike said. They should disable adding shorcuts with drag and drop feature and just add two items to the right-click menu. Like 'Move Shortcut Up' and 'Move Shortcut Down'.

Anyway, if you want to change the order you have to drag and drop the shortcut.
