COLOR (change) POPUP MOUSEOVER MESSAGES

Hi...

Anyone know if it is possible to change Linux Lite mouseover popup messages from white on black to BLACK ON YELLOW????

Thanks but....

Seems it is for Gnome Desktop and I have XFCE-4 Desktop and alot of the info is OLD and files paths are not on my Linux Lite 3.6 XFCE.

So, how can I simply change colors of popups in my LLite version.  I installed Color chooser but it seems to be for Gnome desktop which frankly Im not really sure of the difference.

I really want to change these tooltip popup colors to the Black on Yellow background.

It is also an older thread, it is marked as SOLVED, there may be newer thread on the subject on the XFCE forum link.

It uses the same manual method as described on the link in my first reply, but as it is the XFCE forum they may have additional information ?
