I have not found a solution to this issue, It seems kernels that are newer do not support the 340 driver and earlier.

I have had been purging nvidia several times, so time v.s. $60 for a cheap new card.
I have opted just to buy a newer video card. Thanks for the help everyone.

Update

I have managed to get the Nvidia driver installed !

I had to do this first-
sudo apt-get purge nvidia
Then rebooted

After a reboot I followed these steps-

Open a terminal and enter each line seperately-

Code:
sudo add-apt-repository ppa:xorg-edgers/ppa

sudo apt-get update

sudo apt-get install nvidia-340

I hope this helps others. Apparently the Nvidia driver 340.xx is only suppoted up to kernel 3.18.0-xx
The GTX 280 I have is considered end of life/Legacy and Nvidia has decided to not provide updates to it for newer Linux kernels.

and now for something completely different

The guru at techpatterns has a script specifically to help with graphics and mainly Debian but I believe it may work on Ubuntu based distros as well.

Not every feature works with every distro, but nvidia direct install works fine in all of them. Fglrx support varies month to month, year to year, distro to distro, but usually one of the methods, either direct binary install (default: sgfxi) or deb builder (sgfxi -F) works, though usually not both

I personally have used this script when I was a sidux user with a nvidia card but I am now on intel so have not tested recently
