Is there a solution to the macchanger issue? Several sites mention that Network Manager 1.2 fluffs up macchanger. Other sites mention to use "wicd"
Has anyone got the "changer" to work with 16.04?
Thanks in advance.

If you are referring to the behavior whereby wifi works with the installer, and then ceases working after install is complete. Yes there is a solution. Two actually, but I will give you the link to the easier one. I wasn't aware that Linux Lite (Ubuntu LTS) had this problem. I thought it only occurred in Debian. You can also fix it with systemd (solution on the Debian user forum) but it's more convoluted to do so.

The solution is toward the bottom of the page. Worked fine for me in Debian 9.

It's seems to be a wish list item that I doubt will reappear given the nature of broadband wifi in the US now, and the fact that Ubuntu is a desktop oriented system. Use Kali or Backbox instead or run the live Ubuntu ISO from your HDD.
