I would try installing without any updates or add-ons and without connecting to the internet. Although, you should be able to set the time in bios which should hold until the next reboot - once the installer completes... Linux uses the RTC clock differently to windows so you may need to force Linux to behave like windows does so you can have consistent time for both systems.
